The Board of County Commissioners approved the “Zoning in Progress” Ordinance on May 21, 2024, with an effective date of May 28th, in anticipation of Vision 2050 & Orange Code (www.ocfl.net/vision2050) adoption which was anticipated to occur September/October timeframe. Vision 2050 / Orange Code will change the Future Land Use and Zoning maps for most of the County. It is now anticipated that Vision 2050 / Orange Code will be delayed until Spring, 2025.

The “Zoning in Progress” Ordinance suspends the acceptance of new applications for rezoning (Planned Development and conventional rezoning requests), Future Land Use Map Amendments, and Special Exceptions (processed through the Zoning Division). The “Zoning in Progress” Ordinance was set to expire on November 28th, however the Board has provided staff direction to repeal the Ordinance and allow for application submittals for the month of November. This is contingent on the Board passing a new repeal Ordinance at the October 29th BCC hearing.

Therefore, until the “Zoning in Progress” suspension period is lifted, the Orange County Planning Division will not accept new applications for rezoning (new Planned Developments or conventional zonings) or Future Land Use Map amendments unless you are in the Master Planned Communities of Horizon West, Avalon Park, Innovation Way, or the I-Drive District. Planned Development Change Determination applications can still be submitted for existing PD’s.

Comprehensive Plan Amendment

Rezoning

To change the Zoning designation for your property, submit a rezoning application, fees and necessary documents to the Planning Division. The application is reviewed and presented to the Planning and Zoning Commission, which makes a recommendation to the Board of County Commissioners. Final approval is made by the Board.

Planned Development
(PD) Rezoning

For a PD rezoning, submit a DRC application, fees, and necessary documents to the Development Review Committee (DRC) Office. Schedule a pre-application meeting with the Planning Division to discuss your project and learn more about the process.

Preliminary Subdivision Plan (PSP)

Platting

Platting is the subdivision of property as recorded in the Official Records of the County. Plat applications are submitted to Public Works Development Engineering.
