The study area is located within the Crystal Lake area, which is census-designated place in the central portion of Orange County, Florida. This region and surrounding regions of Orange County has experienced significant development and population growth and has led to dramatic changes to the built environment. The study area is one such area that is experiencing this growth.
Orange County Traffic Engineering has conducted a study to determine ways to improve the bicycle and pedestrian conditions and better manage vehicular speeds, including spot safety improvements and traffic calming. The general study area boundaries are Grant Street / Triangle Avenue on the north, Gatlin Avenue on the south, Fern Creek Avenue on the west and Conway Road on the east. The specific streets proposed for inclusion in the study are highlighted on the Crystal Lake Area Map under “Links” in red.
Orange County Traffic Engineering has received the Draft Final Report, which outlines a comprehensive recommendation plan featuring short-term, medium-term, and long-term improvements. A subset of these recommendations has been selected for Pilot Implementation, scheduled for construction in mid-2026 using cost-effective materials. The purpose of the pilot is to evaluate the effectiveness of the proposed treatments within the Crystal Lake area roadways. Following a six-month evaluation period, surveys will be distributed to residents to gather community feedback. Once the feedback has been reviewed, Traffic Engineering will determine whether each treatment should be removed, relocated, or permanently installed. In addition, the Traffic Engineering team is developing a phased implementation plan for the remaining short-term, medium-term, and long-term improvements.
During the development of the study, Traffic Engineering hosted two community meetings to engage the community and gather information and feedback on the types of improvements the community would like to see. Additional feedback will be gathered during the evaluation period for the Pilot Implementations.
