In 1999, Orange County led the state in Heroin overdoses (36) and other drug overdoses (39). Former Chairman Mel Martinez responded to the drug problem and the alarming number of Heroin overdoses by creating the Orange County Drug Free Coalition. He reached out to 15 key community stakeholders to strategically combat the drug problem in Orange County.
The Coalition Advisory Board is comprised of 15 key community stakeholders in the field of law enforcement, judiciary, education, state and local government, faith, health, state attorney, business and community based agencies.
