The COVID-19 situation continues to evolve rapidly, and ensuring our employees are safe and fully informed is a top priority. The County is closely monitoring the status of COVID-19 and taking proactive steps to minimize the potential spread of the virus.

Our residents and businesses rely on Orange County to provide critical services. As a result, where possible, employees who can work from home (as determined by their manager) will deliver services remotely beginning Monday, March 23, 2020 until further notice. This telecommuting option will reduce the number of employees in the office work areas, yet enable us to continue to provide services.

COVID-19 Employee Vaccination Requirement


On July 28, 2021, Mayor Demings announced his directive for all Orange County Government employees to be vaccinated against the COVID-19 virus. This and other protective measures are all being taken with the hope of slowing the spread of COVID-19 and reducing the number of related hospitalizations and deaths in our community.

All full-time, part-time and temporary Orange County Government employees (all employees) are required to be fully vaccinated unless otherwise exempt due to medical and religious reasons. *

*For those employees who are in a union, impact bargaining is taking place with the respective collective bargaining unions regarding these requirements.

Timeline for being vaccinated

Johnson & Johnson (single dose) – September 30, 2021
First dose of Pfizer/Moderna – September 30, 2021
Second dose of Pfizer/Moderna – October 31, 2021

Certification Process

In order to certify your completion of the vaccination requirement, employees must complete the certification form by October 31, 2021. Please note, you must be logged into the network or on our Virtual Private Network (VPN) in order to access the form.

Note: if you selected only receiving the first dose of a vaccine when completing your certification form, you MUST go back in and complete the certification form again after you have received your second dose.

New employees starting after 8/22/21

In order to certify your completion of the vaccination requirement, new employees must complete the certification within six weeks of hire date. Please note, you must be logged into the network or on our Virtual Private Network (VPN) in order to access the form.

Medical or Religious Accommodations

Employees may request an accommodation from being vaccinated based on either a medical or religious reason. Any appropriate documents may be uploaded to support the accommodation request.

While on accommodation, employees may be required to:

  • submit to COVID-19 testing and report results on a weekly basis
  • test on their own time and be personally responsible for the cost

For employees who are requesting an accommodation, the deadline to submit supporting documentation is September 30, 2021.

Proposed Incentives

On September 14, 2021, Mayor Demings will be proposing the following incentives for approval by the Board of County Commissioners:

Incentive for employees who receive the vaccine by August 31:

  • One-time payout of $250 paid in October 2021 – this applies to non-union employees only, which includes full-time, part-time (on-call, casuals, FRS casuals and student interns)
  • One day of personal leave*

Incentive for employees who receive the vaccine after August 31, but on or prior to September 30:

  • One day of personal leave*

* non-union employees and unions who have completed the impact bargaining process.

COVID-19 Testing Requirement

Weekly COVID-19 testing is required of all employees who did not certify vaccination status, were granted an exemption from vaccination, or have a pending exemption request. Testing will begin on Monday, October 4, 2021.

Employees can obtain testing on County time and must present their County ID Badge. Employees can choose from one of two locations and test weekly on Monday or Wednesday until further notice*.

Employees may test on Mondays only at the Michigan site, and on Wednesdays only at Barnett Park.

Beginning Monday, October 4:

Walk-in site located at 2010 East Michigan Street, Orlando, FL 32806; Facilities Management Training Room

  • 9 a.m. to 4 p.m.
  • Indoor facility: face coverings required
  • Parking onsite

Beginning Wednesday, October 6:

Drive-thru site located at Barnett Park, 4801 W. Colonial Drive, Orlando, FL 32808

  • 10 a.m. to 5 p.m.
  • This site is also open to the public. Do not arrive prior to 10AM.
  • When prompted by onsite personnel, you will be directed to an employee-only tent for testing

*Corrections, Fire and Health Services staff will offer testing onsite and do not need to go to these testing sites.

  • Print and bring required form to testing site
  • Print and bring Consent Form
  • Return completed form to supervisor

Employees can complete testing at another location of their choice but at his or her own expense. In these cases, you must upload test results to the following BOX account within 48 hours of receipt for review and validation.

Failure to adhere to this ongoing testing requirement will also be grounds for progressive disciplinary action.

Families First Coronavirus Response Act (FFCRA)/Relief of Duty


Since April 1, 2020, employees have been able to utilize two benefits passed by the FFCRA emergency federal legislation, Emergency Family and Medical Leave Expansion Act (EFMLEA) and Emergency Paid Sick Leave (EPSL). These benefits expired on December 31, 2020, as they were not included in the second round of stimulus legislation/COVID-19 Economic Relief Bill-HR 133.

What is Orange County Government doing?

Emergency family and medical leave for COVID-19 related child care purposes, as previously provided by the EFMLEA, sunset on December 31, 2020. This leave is unable to continue without federal legislative action. However, effective January 1, 2021, management may place employees on a one-time Relief of Duty w/pay leave for absences related to employee COVID-19 quarantine/illness, through June 30, 2021. This leave may not exceed 80 hours and may only be authorized for employees who have not accessed the previous FFCRA Emergency Paid Sick Leave (EPSL) benefit.

  • What was the effective date of the Families First Coronavirus Response Act (FFCRA), which included the Emergency Paid Sick Leave Act and the Emergency Family and Medical Leave Expansion Act?

The FFCRA’s paid leave provisions were effective on April 1, 2020, and applied to leave taken between April 1, 2020, and December 31, 2020.

  • I was eligible for leave under the FFCRA in 2020 but I did not use any leave. Am I still entitled to take paid sick or expanded family and medical leave after December 31, 2020?

Your employer is not required to provide you with FFCRA leave after December 31, 2020, but your employer may voluntarily decide to provide you such leave. The obligation to provide FFCRA leave applies from the law’s effective date of April 1, 2020, through December 31, 2020. Any change to extend the requirement to provide leave under the FFCRA would require an amendment to the statute by Congress. The Consolidated Appropriations Act, 2021, extended employer tax credits for paid sick leave and expanded family and medical leave voluntarily provided to employees until June 30, 2021. However, this Act did not extend an eligible employee’s entitlement to FFCRA leave beyond December 31, 2020.
