Description

Temporary portable storage container (TPSC) permits for unincorporated Orange County are reviewed against applicable County regulations. TPSC permits are reviewed for proper placement, location, size, duration, and other specific standards. A TPSC to be placed on a property for less than one hundred eighty (180) days requires a zoning permit. A TPSC to be placed on a property for more than one hundred eighty (180) days requires a zoning permit and a building permit.

Submittal Process

Submit a PDF version of the complete application and applicable supplemental information to the Orange County Zoning Division by email at Zoning@ocfl.net. In the subject line please type, “TPSC Application".

Submittal Guidelines

  • Completed application for a TPSC permit.

    • One (1) copy of a dimensioned site plan that contains the following:
      • All existing structures
      • Proposed location of TPSC showing its dimensions
      • Property lines
      • Any existing easement
        • Refer to your survey, or recorded plat if applicable, to see if there are any easements on your property. Recorded plats are available on the Property Appraiser’s website.
      • If the proposed TPSC is located in an easement, a completed and signed Easement Acknowledgement Form must also be submitted.

  • Payment is due after the TPSC application has been submitted. You will receive an email with your permit number requesting payment be made and a link to Fast Track. Payment must be done through Fast Track. When creating your Fast Track account, the User Category you will need to choose is, ‘Zoning/BZA’.

Review Process

  • A reviewer will process your application and send you an invoice to pay the submittal fee with your permit number which you can track on Fast Track Online Permitting
  • Once payment is received the application will be reviewed.
  • The review time after payment is received is 4 business days. Within 4 business days you will receive an email that outlines any deficiencies or an approval for your permit application.
  • Applications that are denied will be sent a denial email. The submitted application may be amended/corrected to meet the code requirements.

Additional Information

All TPSCs shall comply with the following according to Orange County Code Section 38-79(55):

  • A TPSC may be permitted for the following time periods:
    • In conjunction with moving, remodeling, or reconstruction activities a TPSC may be permitted for a maximum of ninety (90) days.
    • In conjunction with new construction activities a TPSC may be permitted for a maximum of one hundred and eighty (180) days.

  • Once a permit for a TPSC has utilized its maximum duration, or has been removed from the site, no additional permits for a TPSC may be issued until after a period of one hundred eighty (180) days.

  • A TPSC shall be removed upon expiration of the zoning permit, or within seven (7) days of the completion of the permitted work, whichever occurs earlier.

  • A TPSC shall not be located in a manner that impairs a motor vehicle operator’s view of other vehicles, bicycles or pedestrians utilizing, entering or exiting a right-of-way, or in a manner that obstructs the flow of pedestrian or vehicular traffic.

  • Unless the site is new construction, a TPSC shall be placed on an improved surface only. A TPSC shall not be placed within a required landscape or buffer area, wetland, or designated conservation area.

  • Single-family residential and agricultural districts
    • A TPSC shall be located a minimum of five (5) feet from any property line.
    • The maximum allowable size for a TPSC is one hundred and sixty (160) square feet.

  • Non-residential and multi-family districts
    • A TPSC shall be located a minimum of five (5) feet from the side or rear property line, and a minimum of fifteen (15) feet from any right-of-way.
    • A TPSC may not be located in any required parking spaces if duration exceeds thirty (30) days, or unless otherwise approved by the Zoning Manager.

  • Seasonal Sales
    • A seasonal sales tent permit shall be issued prior to or in conjunction with the TPSC permit.
    • A TPSC shall be located a minimum of five (5) feet from the side or rear property line, and a minimum of fifteen (15) feet from any right-of-way.
    • A TPSC may be located in a grassed area, but shall not be placed within a required landscape or buffer area, wetland, or designated conservation area.
    • A TPSC shall not be placed in any required parking areas.

  • $36.00 nonrefundable Permit Fee (Single-family residential and agricultural districts) (Fee Directory)
  • $100.00 (Non-residential and multi-family districts)
  • Please note that if the permit for a TPSC is the result of a code enforcement violation, there will be an additional fee of $40.
