Rio Grande Avenue Pedestrian Safety Study

Description

Orange County initiated this Pedestrian Safety Study along 2.68 miles of Rio Grande Avenue from Holden Avenue to Jones High School to provide the safe integration of pedestrians and bicyclists with other modes of transportation. The project construction will be completed in phases.

Phase 1 – Short-Term Improvements

  • Restripe the existing roadway to provide two travel lanes (one in each direction) with a buffered bicycle lane between I-4 and Gore Street.
  • Provide painted median islands throughout the corridor to limit impacts to local access.
  • Tighten radii for intersection corners using pavement markings.
  • Enhance existing midblock crossings with RRFBs and provide midblock crossings enhanced with raised refuge islands to promote safety.

Phase 2 – Mid-Term Improvements

  • Provide separate bicycle and travel lanes with temporary physical barrier between I-4 and Gore Street.
  • Improve crosswalk visibility on minor streets/driveways.
  • Improve pedestrian safety at signals.
  • Improve ADA compliance within the entire study corridor.

Phase 3 – Long-Term Improvements

  • Provide separate bicycle and travel lanes with permanent physical barrier between I-4 and Gore Street.
  • Provide 12-foot-wide sidewalk/path between Holden Avenue and I-4.
  • Improve Michigan Street/Montview Street intersection. Replace painted medians with raised, landscaped medians within the entire corridor

Purpose

The wide variety of land uses along the corridor, including multiple institutional, educational, residential, retail, religious and office land uses, as well as heavily used transit routes, necessitates that the corridor be truly and safely accessible by all travel modes.
