Orange County Health Services Department contracts with local HIV Service Providers throughout Orange and surrounding counties. These Service Providers address the health care and service needs of people with HIV and their families that live in Orange, Osceola, Seminole, and Lake Counties. A wide range of services are offered; case management, substance use disorder and mental health services, HIV medical care, peer mentoring, oral health care, medical nutritional therapy, early intervention services, housing, and medical transportation.
Orange County Government is accepting proposals for the following grant opportunities:
Housing Opportunities for Persons with AIDS (HOPWA):
- Tenant-Based Rental Assistance (TBRA)
- Short-Term Rent, Mortgage, and Utility Assistance (STRMU)
- Permanent Housing Placement (PHP)
- Short-Term Housing Assistance (STH)
- Facility-Based Housing Assistance (FB)
- Supportive Services/Case Management (SSCM)
The Request for Proposals (RFP) will be released January 23, 2026, and is scheduled to close February 23, 2026, at 11:59 p.m.

A non-mandatory Pre-Bid meeting for interested entities will be held on January 29, 2026, at 10:00 a.m., via Microsoft Teams. Please note that the meeting is for informational purposes.
