Overview
Hurricane Milton made landfall on Florida’s west coast as a Category 3 storm on October 9, 2024. In January 2025, The U.S. Department of Housing and Urban Development (HUD) announced an allocation of $12 billion to states and local governments for major disasters that took place in 2023 or 2024. Orange County expects to receive a
$33,357,000 allocation from the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG-DR) to assist with recovery and mitigation efforts related to Hurricane Milton.

Community Meetings
Orange County is soliciting input from the community to assist with the development of the Action Plan.
Meetings have been held at the following locations:

- Thursday, March 13, 2025 – Bithlo Community Center
- Tuesday, March 25, 2025 – Sadler Elementary School
CDBG-DR Timeline
A timeline of Orange County's disaster recovery actions related to Hurricane Milton is summarized below. The timeline will be updated with the most recent information as it becomes available.
- Early 2026 (Tentative): Program implementation to begin.
- November 18, 2025: BCC approved amendment to the General Grant Management Services contact to include Hurricane Milton.

July 22, 2025: Grant Agreement for CDBG-DR funds executed between Orange County and HUD.

July 3, 2025: Orange County CDBG-DR Action Plan received the final approval from HUD.

June 18, 2025: Draft Action Plan was submitted to HUD for review and approval.

June 3, 2025: Public hearing for the Hurricane Milton Action Plan conducted by the BCC.

April 15, 2025: May 15, 2025: Draft Action Plan was published for a 30-day public comment period and available on this website.

February/March 2025: Community engagement and outreach process for CDBG-DR funds.
