Information

Orange County’s CARES Act Funding will provide approximately $36.5 million of funding to social-service nonprofits and agencies to expand services and provide a continuity of service for Orange County residents.

Distribution of a limited amount of funds will be processed through a contractual agreement between select community organizations. Currently, there are two grant programs available: (1) the Childcare Supplement Fund Program managed by the Early Learning Coalition of Orange County; and (2) a program to assist social-service nonprofits, to be announced at a later date.

Childcare Supplement Fund Program

This program is for childcare providers, including child care programs that are legally operating as a licensed, licensed exempt, and registered early care and education programs in Orange County, Florida. Such childcare providers can, depending on their size, apply for up to $12,000 to supplement the cost of purchased necessary supplies, adjusted staffing, and modified classroom space and materials to prevent the spread of COVID-19 at their facilities. Childcare providers intending to apply for this program are advised to contact the program administrator, the Early Learning Coalition of Orange County (“ELOCC”), for more details regarding what qualifies as eligible COVID-19 related costs.

A total of $4.9 million will be available for this program. The County reserves the right to adjust program requirements and criteria in order to: (a) best meet the program’s intent; and (b) best serve the interests of the public.

Eligible Childcare Providers
  • Located in Orange County, Florida.
  • Demonstrate that they have been negatively impacted by COVID-19.
  • Expected to continue operations after applicable local and state Emergency Executive Orders have been removed.
  • Have not received funding, or anticipate receiving funding, from the Orange County under its Small Business Financial Assistance Program.
  • Have any amount that they received, or anticipate receiving, from the Orange CARES Home-Based Business Small Business Micro-Grant program deducted from the funds provided pursuant to this Agreement.
  • Have not received any other type of financial assistance for their COVID-19 needs, or if they have received any other type of financial assistance for their COVID-19 needs, be able to demonstrate that the funding provided under this Agreement will not lead to the Childcare Provider cumulatively receiving more in financial assistance than their actual COVID-19 needs.
  • Operating legally in Orange County since January 1, 2020, with priority given to licensed or accredited sites with a CLASS score of 4.0 or higher.
  • Have no active or pending DCF Class-One violations, or no more than two (2) DCF Class-Two violations regarding child supervision.
  • Prove ongoing business operations and service to children enrolled up to the time of the “Safe at Home Order.”
  • Attend at least three (3) hours of training provided by the sub-recipient on topics such as Operating Child Care Facilities During COVID-19, CDC COVID-19 Guidance, and Recognizing Trauma.
  • Have written procedures for:
    • Separation of sick children;
    • Health screenings of employees and children;
    • Cleaning and sanitation practices;
    • Implementing social distancing requirements, use of personal protective equipment, and new applicable procedures implemented since COVID-19; and
    • Emergency response per CDC recommendations for any suspected case of COVID-19.
  • Provide evidence to verify signage on hand washing and social distancing practices including, where feasible, visual cues such as footprints or tape to evidence proper spacing.

  • Relevant financial documents.
  • Receipts for incurred COVID-19 related expenses to adjust staffing, cleaning, or other physical modifications during the period of 03/01/2020 through 12/30/2020.
  • ACH banking information for electronic payments.
